1. Email or Chat Support - this is the primary and most direct way to get in touch with the customer service department. You can contact them through this option in almost any possible reason or purpose, whether it is a general Skype related question, something specific your account, billings, refunds, feature request, suggestions, feedbacks, etc.
Their response time varies from a couple of hours up to a few days possibly depending on factors such as the nature or complexity of the user's concern.
The email support service is available to all users/non-users. For premium and some selected members, the live chat option is available too. Unfortunately, Skype doesn't offer phone based support yet.

Support Forum - the Skype community forum is more of a user-to-user forum, where fellow Skype users share their ideas, thoughts, workarounds, regarding common questions and issues related to Skype. There are also few experts voluntary offering their services in the support forum page. However, as this is a user-to-user forum only, you may not get enough assistance to concerns specifically related to your Skype account (example: billing, refunds, subcriptions, etc).
Just click the link below to visit the Skype support forum. You can use your Skype username and password to sign in. You will just be required to enter a forum display name in your first login.
3. Twitter - this is the newest support method offered by Skype. You can simply "tweet" your questions or concern to their Twitter account. However, because of the limited number of characters that can be typed in Twitter, the Skype customer service will just send users to links to the email/chat customer service, or to the FAQ page. This is not advisable for complicated concerns.

Yet, Skype users are advised to visit the official Skype Support webpage (http://support.skype.com) first as there are useful guides, tutorials and FAQs there, that might already may answer your question. Based on our own experience, we suggest that you visit the Skype Support forums for basic questions, Skype problems troubleshooting, technical queries and related concerns. Chances are, you may get timely and more accurate answers and suggestions there. But if your concern is specific to your account, contact the customer service via email/chat instead.
